Our Approach in solving complexity
Making Complex Government Services Easier to Navigate
Residents arrive with urgent tasks — renew a license, pay taxes, book an appointment, find documents, or locate an office. The challenge was to reduce confusion while supporting a wide range of services and user confidence levels.
Too many services to browse manually
Users do not know which department owns their task
Mobile users need fast answers
Accessibility must support the full public audience

Designing Around What Residents Actually Came to Do
The experience prioritizes high-frequency actions like driver license renewals, registration renewals, property tax payments, appointments, and office locations.
One Website, Many Different User Needs
The platform needed to serve residents, new Florida drivers, property owners, business owners, military families, seniors, and visitors — each with different levels of urgency and digital confidence.
The Resident
Needs renewals, payments, appointment booking.
The New Florida Driver
Needs requirements, documents, office visit guidance.
The Property Owner
Needs tax payment, balance lookup, deadlines.
The Business Owner
Needs business tax receipts and service information.
The Senior User
Needs renewals, payments, appointment booking.

Reorganizing Services Around Citizen Intent
Instead of forcing users to understand government departments, the site organizes content around real-world tasks and services.
Turning the Homepage
Into a Service Launchpad
The homepage works as a directional hub, quickly routing users to the right service instead of overwhelming them with government content.

Building more than Government Services
The Hillsborough County Tax Collector website extends beyond public services by integrating a purpose-driven eCommerce experience through the Kids Tag Art program.
